If you’re anything like me, you’re looking for a simple, step-by-step guide to take the guesswork out of it. Good news, you’ve found it! Here’s everything you need to know about transferring a vehicle title, for both the buyer and seller.
Steps to complete as the seller:
Transfer the Certificate of Title
The seller and buyer must meet in person before a notary to witness and notarize the title transfer.
Do not sign the title beforehand—the notary will instruct you where to sign.
Prepare Bill of Sale or Affidavit of Gift
The seller drafts the form, which both parties sign in the presence of a notary.

FAQ: Why notarize a Bill of Sale
While notarization is not required for this document, it is recommended to:
✔ Prevent legal disputes by verifying the identities of both parties.
✔ Add credibility to the transaction.
✔ Provide stronger proof of ownership transfer in case of claims.
Steps to complete as the buyer:
Appear before PennDot Authorized Agent
Two forms (MV-1 and MV-4ST) need to be completed in cooperation with an authorized Department of Transportation agent as these forms are not available online.
Bring the vehicle to the appointment for VIN verification required for the MV-1 form.
